Executive Council Meeting

`Meeting called to order at 2:05 P.M. by President Hilpertshauser. Proposed
by-laws and the duties of the by-law committee were reviewed. With minor changes
the by-laws will be sent to the committee chairman. The Chairman of the By-Laws
Committee is to present these at the annual membership meeting in April.
RGS rules. Rule 12 Sec D. The interpretation of the council is that this rule
may be adopted at the charter level. The council decided not to adopt to this rule.
Procedures and entry forms to be published in the March newsletter for
conducting the State Tournament reviewed and approved.
Itinerary for the annual-Club-Executive Council Meeting and Banquet Program
reviewed and approved.
The new doubles score sheet reviewed.
Motion by Deckard, second by Woollard that the prize fund for the 2007 State
Tournament remain the same as last year. Sponsor money to be added to 1ST,
2ND,3rd place in Singles Championship Class of Men’s, Women’s, and Elders
Division if available. At this time none is available. This motion passed
unanimously.
It was agreed entertainment would not be provided at the banquet.
Jim Smith, promotional officer has printed New Member Lottery and Web Site
pamphlets. These will be inserted in the new member packet sent by the Sec/Tres.
A Junior Program pamphlet was given to the council to review and will soon be
available to all the clubs.
Ron Deckard stated that the new RGS book requires that the State Tournament be
contested on fully sanctioned courts. Full Court sanction requires that the
courts meet all of the specifications for court layout. Other sanctioned
tournaments can be held on Conditional sanctioned courts, which means they meet
the fundamental requirements. All courts have to be re-certified by the Regional
Director this year as fully or conditionally sanctioned courts.
Byron Jarrett advised members that in a medical emergency call 911. Do not
dispense medication without the proper authority.
The rules of the Club Championship Tournament were reviewed. Motion by Deckard,
second by Woollard to table any changes till after this years election. Passed.

GRI inventory. President Hilpertshauser will contact an interested buyer this
weekend to sell the remaining inventory. If there are remaining items they will
be sold at the state tournament less prizes for the banquet.

PROPOSED BY-LAW CHANGE
ARTICLE 5 ELECTED OFFICERS, Section 3 Officers allowances
Now: State Statistician …………$250.00
Change to: State Statistician …………$500.00
Reason: The allowance for the State Statistician has not been increased even
though the number of FSHPA tournaments has increased considerably over the
years. It is my understanding that the State Statistician, Sec./Tres. And
Newsletter Editor have to make the same changes each week to keep the database
in sync. This also serves as a backup of the database in the event of a
hardware failure or corruption of one of the databases. This requires a
considerable amount of time on the computer each week to post the tournament
results and make the other changes to the member database.
