We have several suggested By-Law changes for consideration this year.  I am still looking for volunteers to be on the By-Laws committee and the Grievance committee.  These committees only require participation on an as needed basis.  If you would like to be available for either of these committees, you may contact me.

Article IV Executive Council Section 3 Meetings Subsection c

Currently reads:   The Executive Council may conduct business by mail or telephone when necessary.

Suggested change:   The Executive Council may conduct business by mail, e-mail or telephone when necessary.

Reason:  To conform with wording of NHPA Bylaws Article IV Section 3 Subsection c.

Article V Elected Officers Section 4 Subsection c

           

Currently reads  (All officers must:) :

Be a legal resident of Florida as determined by voting, tax and/or driver's license laws.

 

Suggested change (All officers must:):

            Be a legal resident of Florida per FSHPA By-Laws Art III Sec 1 sub-sec. b.

 

Reason:  To conform all requirements for residency defined in one article.

Article VIIIA Election of Officers Section 1 Subsection b 1.

Currently reads:  Make available a secure polling booth or area at the State Closed Championship Tournament between the hours of 10:00 AM and 2:00 PM on each and every day of the singles competition.

Suggested change:  Make available a secure polling booth or area at the State Closed Championship Tournament between the hours of 10:00 AM and 2:00 PM on each and every day of the singles competition, if office is contested

Reason:  There is no reason to supply a polling booth when there are no contested offices.

Article VIIIA Election of Officers Section 1 Subsection b 2.

Currently reads: Provide printed ballots for each office being elected pre-printed with the names of candidate for each office that have declared their candidacy prior to February 15th of the current year.  To make available a blank line for a ‘write-in’ candidate on the ballot form.

Suggested change 1:  Provide printed ballots for each office being elected pre-printed with the names of candidate for each office that have declared their candidacy prior to February 15th of the current year.  If there are no declared candidates for a vacant office, the President of the FSHPA shall, with the approval of the Executive Council, fill the vacancy within 30 days as per Article V Section 7.

Reason:  Option to write-in candidate is negated due to requirement to declare candidacy.

Article VIIIA Election of Officers Section 1 Subsection b 5.

Currently reads:  To provide a bulletin board or similar type of display area for use of those late declaring candidates that wish to place their names for consideration of any office to be contested.

Suggested change:  Removal of this requirement.

Reason:  Negated by requirement to declare candidacy prior to February 15th of the current year per Article VIIIA Sec 1 sub-sec. b 2.

Article X State Championship Tournament Section 11

Currently reads:  One-half of the FSHPA Inc. sanctioned tournament fees, received from Club Tournament Directors, during the current fiscal year, shall be added to the State Championship Tournament cash prizes.

Suggested change:  Fifty cents ($.50) of the FSHPA Inc. sanctioned tournament fees, received from Club Tournament Directors, during the current fiscal year, shall be added to the State Championship Tournament cash prizes.

Reason:  Recent change at Executive Council to increase sanctioned tournament fees from Club Tournament Directors, to offset loss of annual GRI sales receipts. This option was decided on to increase revenue, vice a raise in annual membership dues.

Article XIV Annual Awards. Hall of Fame Section 3. a.

 

Currently Reads: be selected by the Executive Council. The committee shall consist of the Chairman plus six additional members. The Chairman and all members must have previously been awarded membership in the Florida Hall of Fame.

 

Proposed Change: The committee shall consist of the Chairman plus six additional members.

 

Reason: Conflict with Article V Section 2.a.4. It is the duty of the President to appoint the committee chairman and committee members. Requiring committee members to be Florida Hall of Fame members limits the selection to this committee. The NHPA does not require committee members to be NHPA HOF members to serve on its committee.

Article XIV Annual Awards. Hall of Fame Section 3. b.

 

Currently Reads: Select members for induction; preferably one outstanding pitcher and one outstanding organizer but not necessarily both. Selection may be based upon nominating letters, or background research conducted by committee members, of persons they consider potential candidates.

Reason: Limit the number of Hall of Fame inductees in any one year.

Currently Reads: Vote by secret ballot on a scale of 0-5 for each candidate. A nominee must receive a minimum of twenty-two (22) votes to qualify for induction.

 

Proposed Change: Vote by ballot on a scale of 0-5 with no more than one name entered per point value. Committee members are not obligated to enter a name for a point value if they feel there are no worthy nominees. A nominee must receive a minimum of twenty-two (22) votes to qualify for induction. If more than one nominee in a category receives the required minimum number of votes, then only the person receiving the greatest number of votes in a category will be selected.
